Agriculture is the foundation of the national economy, arable land is the foundation of agriculture, and basic farmland is in the best of arable land, is an important basis for food production, so the protection of basic farmland is the most important task of the protection of farmland, which is important to ensure food security, maintaining social stability and promote comprehensive and coordinated economic and social development to achieve sustainable economic and social development.This study is based on the status of land characteristics, land use demand and the analysis of reduced volume of Pingwu country, combined with the land and basic farmland protection indicators Mianyang City given to Pingwu country, and ultimately determines the number of basic farmland protection. Besides, in accordance with the characteristics of arable land in Pingwu to determine selection principle of arable land selected to basic farmland, combined with the principle of the division of basic farmland, referenced to related information, establish the index system of selecting basic farmland from arable land of Pingwu. The evaluation index system include the target layer, constraining layer and indicator layer, which nine specific evaluation index is selected to reflect: the impact of disaster damage, altitude, the film, the situation of land slope, soil conditions, water sources of radiation, transport and village location, the town of radiation, and then establish evaluation index system of the selection of basic farmland from arable land.Then the specific value of each indicator is obtained based on GIS-based data analysis module; use AHP to evaluate the quality of arable land and to determine the weight factors of the indicators. The combination of these two methods, which can the use to the full of the GIS overlay analysis and buffer analysis, spatial analysis function and the ability to deal with attribute data, can effectively and objectively reflect the realextent of the quality of arable land. Thus the grading and classification can be more scientific and objective. And then a comprehensive evaluation of coefficient method is used to sort all arable land of Pingwu, combined with basic farmland on the delineation content of "Regulations on the Protection of Basic Farmland" and quality of arable land of Pingwu, construction land-use planning, layout and utilization of basic farmland, to determine the finalizing spatial distribution, and to achieve spatial distribution of basic farmland of Pingwu.Land of Pingwu to agriculture, forestry, animal husbandry-based, forestry land the largest part, large land-use volume, low output, ample reserve of arable land resources, most of arable land occupied by construction sites are that in the front of the sort result. The contradiction of farmland protection and construction occupation of arable land is becoming increasingly prominent. Therefore, when the arable land is priority for agriculture, it should arrange construction land reasonably and deal well with the contradiction of "food and construction", according to Pingwu planning arrangements. Intensive land use, improve the productive capacity of arable land, strengthen monitoring of basic farmland, ensure the dynamic balance of the total arable land, combat environmental pollution of basic farmland, protect the quality of basic farmland and overall ecological conditions when protect the quantity of basic farmland, and protect basic farmland for multi-angle and multi-leve.
