Study On The Spatial Planning Of Basic Farmland Protection Based On The Anti-planning Theory

Protection of cultivated land is to protect our lifeline. Basic farmland is the essence of cultivated land, so protecting cultivated land is protecting basic farmland. Basic farmland planning is an important part of general land use planning. It is a process of designating specific land in the general plan as the basic farmland protection areas. Scientific planning of basic farmland is essential for farmland protection, development of agriculture and local economics and sustainable development of our country. But when we take strictly measures to protect basic farmland, we tend to emphasize the cultivated land's quantity of cultivated land, neglect the quality; tend to emphasize the production function, neglect the functions of ecology, landscape, culture and others, resulting in the decline of cultivated land's quantity and the waste of cultivated land's quantity.The"land use planning preparation procedures in county-level"released by the Ministry of Land resourse pointed out:"land use structure and layout adjustment arrange ecology barrier land priority, protect the basic farmland and the arable land". Putting up these requirements not only presented new challenges for the spatial planning of basic farmland protection in practical, but also indicate a new direction for research on spatial planning. In the paper, in the context of a new round of land use planning revision, with the goal of playing the basic farmland integrated economic and ecological benefits, proposed the idea of basic farmland spatial layout based on the "anti-planning" concept, from the space strategy to achieve land conservation and ecological protection of the win-win, and taking Lulong county of Hebei province as an empirical study. The main conclusions are as follows:(1) Defined the development trend of cultivated land and basic farmland protection under the new situation, proposed the basic elements which can evalute the quantity, quality and ecology of basic farmland and evaluation system which mix the quantity, quality and ecological safety as a whole under the new concept, thus can provide references for perfecting the studies of Theoretical system of basic farmland further and carrying out practical work.(2)Under the guidance of "anti-planning" concept, using the methods of landscape security pattern, establish the water and soil conservation, biological, cultural, recreational and other ecological processes of the security pattern and regional ecological infrastructure; meanwhile, using GIS technology integrate the results of Agricultural Land Classification and comprehensive production capacity into the security pattern, nd analysis the distribution of farmland in different areas of EI,and make foundation of farmland selected into basic farmland.(3) Calculated the demand of basic farmland within the county according to the food demand of a number population in Lulong county, combined with the top down, binding target of basic farmland, determined the quantity of 36,800 ha basic farmland; while overlaied the middle safety level of EI and comprehensive quality of cultivated land, ultimately designated 36,800.27 ha basic farmland ,mainly in yanheying, Lulong town, Indian village, panzhuang , etc.(4)Compare with the delineation results of general basic farmland, the results show that the planning basic farmland in the article become more rational, not only meet the basic farmland protection indicators issued in Qinhuangdao in quantity, but also the comprehensive quality superior general basic farmland, and more full play farmland's ecological, landscape, aesthetic function spatially and get greater economic and ecological benefits.
