Study On The Designation Of Permanent Basic Farmland Base On GIS

Farmland is the basis resource and condition for human survival. We are now facing a dim situation about the protection of the farmland, when it comes to the increasing of population in our country, the reducing of the arable land resource, the diminishing of per capita arable land and the declining of quality of the whole arable land. Therefore, it seems to be particularly important to protect the basic farmland, which is the essence of farmland, with scientific and rational delimitation, At present, there are so many man-made factors in the progress of China’s actual basic farmland demarcation, so, developing a scientific approach to permanent delineation and evaluation of basic farmland has a very important significance.Taking Feng County of Jiangsu Province as the research area, it study on permanent basic farmland demarcation. The main research contents include two aspects: evaluation process of delimitation and demarcation results.The basic farmland delimitation progress is mainly through building the primarily evaluation system of it and selecting totally 7 affect points about the farmland quality and geographic conditions. Using GIS buffer analysis, overlay analysis and other methods to deal with the influencing factors, determining the weight through the analytic hierarchy process and using TOPSIS to sort the Evaluation Unit, the basic farmland area will be ultimately determine. The results showed that the basic farmland of the County were 65225.8836 ha, more than the index of the basic farmland protection that Xuzhou issued.After the demarcation of basic farmland, the evaluation results mainly come from two angles: the self-test and comparative. We may get the information whether the quantity, the quality and the partial layout meet the requirements delineated through the result of self-test; We can analyze the pros and cons before and after the delineation of basic farmland and the rationality of the delineation of the program from the comparison between the delineation results and the plans of basic farmland.The progress of the Feng county’s permanent of basic farmland demarcation do have a deep study of the quantity, quality and the layout. The process has a certain extent of scientificity, also the result has reflected the rationality of the delimitation.
