Study On Development Strategy Of Ke Lamayi Science Park Of China University Of Petroleum

University Science Park is a new type of social and economic organization for technological achievements transfer and start-ups incubation which combines teaching and research activities in universities and the hi-tech industry.University Science Parks are an integrated part of state innovation system and innovation source for regional economy development and technological progress,and they are also the important channel for universities' combination of industries,teaching and research and for promoting the comprehensive strengthens of the universities.As an independent park of the hi-tech parks,the service function of universities parks decides its competition ability and success directly.The construct of Ke Lamayi Science Park,will be based on the China University of Petroleum and other oil universities,scientific research institutes,combining various types of resources in Xinjiang District and Ke Lamayi city.To get a healthy and rapid development of Ke Lamayi science park,making an instructional and scientific stage for it has academic value and realistic meaning.This paper starts with the developing status and trend of the world Science Park and the course,achievements during the development of Science Park in China,and introduces the theory of "Increasing Pole",the theory of"The Join of Three Aspects",the theory of "Incubator",the theory of "Net Organize".These make a fully preparation for the next analysis of this paper.This paper makes a dynamic and comprehensive comparison of the development of domestic and international successful University Science parks, supplying the experience for the building and development of Ke Lamayi University Science park.Then the paper analyzed the circumstance of Ke Lamayi University Science park on the base of its development status.Base on the analysis of theory,analysis of circumstance,the author put forward the directive ideology,strategic goal,strategic task,strategic focus,strategic approach,the basic step of construction and set down the developing strategy of Science park.At last,the paper discussed the measure to implement the development strategy including system innovation,policy instituting,item and person with ability introduction,enterprise support system construction.
