Research On Operating Mechanism Of CNPC Beijing Oil & Gas Transportation Center

The foundation of CNPC Beijing oil & gas transportation center declared the start of CNPC long-distance oil and gas pipelines centralized regulation and control operating mode, which indicates a more solid stride of CNPC on the resource integration of long-distance oil and gas pipelines, the upgrade of the production capacity and the insurance on the efficient operation of oil and gas. At the same time, it also embodies the change of the growth mode of CNPC, which is from extensive to intensive development gradually. CNPC intensifies the production organization management, which is leading to a new-type industrialization development strategy in scientific development concept.On the beginning of the foundation of the operating center, due to the unclarity of the operating center's self-positioning and the basic function, the direction of the work carried out is unknown, the division & collaborative of work cannot be successfully carried out, which has a significant impact on the efficiency of the operating center. The purpose of writing this thesis is to resolve the efficiency issue of the operating center.Chapter 2 of this thesis mainly elaborates the pipeline operating conditions abroad and the related theory of mechanism. Chapter 3 specifically introduces the current situation of Chinese pipeline construction and the development history of Chinese pipeline operating mode, mean while, the current operating situation of a typical foreign oil and gas transportation enterprises-Canada Enbridge Inc. Chapter 4 is the main part of this thesis, given the analysis of the influence factor on the mechanism research of Beijing oil & gas transportation center, combined with the current oil and gas transportation situation, the writer designs a set of operating mechanism that is suitable for Beijing oil & gas transportation center. This includes a specific nature position of the Beijing oil & gas transportation center; the position of the business functions of Beijing oil & gas transportation center, that is the basic operating mechanism of Beijing oil & gas transportation center, in which the "pipeline construction, pipeline transportation, pipeline maintenance" is separated, and different departments of the center works orderly and dividedly; the function design of different departments to coordinate their work; the raise of a operation and management mechanism model which is suitable for Beijing oil & gas transportation center which is in order to improve it's efficiency. Chapter 5 puts forward a series of proposals and suggestions for Beijing oil & gas transportation center, which is really useful for it's future development. Chapter 6 mainly made a summary of the whole paper, gave the conclusion of this thesis andput forward the proposals for future research.
