The construction of affordable housing is an important way to build a "multi-subject supply,multi-channel guarantee,and rent-purchase housing system".To explore the operat-ing mechanism of the affordable housing construction mechanism is to study the structure and internal operation mode of the standard of the affordable housing system.Institutional arrangement is a contractual arrangement in the political field.Tianjin's affordable housing construction mechanism has typical institutional contract features,and it also reflects the institutional problems that exist during the construction of the mechanism.Resolving rele-vant issues through analysis will help improve the housing security system in Tianjin and provide a reference for the housing system in China.This thesis takes the "insurance housing construction mechanism" as the research ob-ject and takes "What is the operating mechanism of Tianjin's affordable housing construc-tion mechanism" as the main research question.From the perspective of innovation in the contract theory,Tianjin is selected as the representative case to study.The purpose of the research is to explore the problems existing in the construction of affordable housing at the institutional contract level and propose corresponding optimization paths.The research methods of this paper include literature research method,case study method and preliminary model research method.In the review section,we obtained a re-view of a large number of literatures on nationwide affordable housing construction and the operation of affordable housing in Tianjin to obtain institutional policy information.Tian-jin,as a municipality that values the construction of affordable housing and achieved good results,is the subject of case studies;contract theory.As an analytical tool,the model cor-rectly and directionally understands and grasps the structure of the required construction mechanism from the aspects of the status of the construction of affordable housing,the se-curity system,the financing model,the participants,and the balance between supply and demand.The main content is to clarify the relationship between the central government and the Tianjin municipal government established by the housing security system,and based on the incentive function,constraints,and guarantees of the Tianjin housing security system,and then divide the construction mechanism into incentive mechanisms.There are three types of restriction mechanisms and safeguard mechanisms.They analyze the operating mecha-nisms of the three major mechanisms.Finally,they deeply explore the features and insuffi-ciency of affordable housing in Tianjin and put forward corresponding countermeasures and suggestions.The results of the study indicate that there is a clear principal-agent relationship be-tween the Central Government and the Tianjin Municipal Government,between the munic-ipal government and the administrative functional departments,and between the municipal government and policy-oriented financial institutions and private enterprises.This is an es-sential element of the construction mechanism and its elemental relationship.In the incen-tive mechanism,due to the limited production factors such as funds and land,excessive agency levels,and the actual cost control of the enterprise,the agency costs are high,and the financing channels are limited due to the overall status quo of underdeveloped financial markets in China;There is a problem of adverse selection of housing distribution by guar-anteed population due to incomplete implementation of standards and inequality in housing allocation.The restrictive conditions result in path dependence.The flexibility and en-forcement of the safeguard mechanism are slightly insufficient.The suggestions of this study are as follows:by consolidating the incentive mecha-nism and safeguard mechanism to reduce the cost of the "entrusted agency" model,balanc-ing the flexibility and stability of the policy,comprehensively establishing the credit infor-mation system,and accelerating the advancement of the "Housing Security Law",it is a guarantee.The inadequacies of this article still need to be improved:First,the discussion of the operating mechanism of the construction mechanism is not complete and complete.Second,the exploration of the operational flaws of the construction mechanism is still not deep enough,such as contracts for land bundling rights,cases of asymmetric information,and adverse selection.The lack of demonstration of typical problems in the theory leads to a slightly weaker optimization path.The reason for the lack of argumentation is that the au-thor's writing level is limited,his understanding of the operating mechanism is not deep enough,and the second reason is that the contract theory has few examples in the field of affordable housing,and it is difficult to learn from others' research experience.Third,de-spite the contract theory The affirmation of the Nobel Economics Prize made a great con-tribution to the economic and social fields,but its theoretical development is still immature and it has congenital practical flaws.In view of the above problems and reasons,the fol-lowing can be based on in-depth study of incomplete contract theory and housing security system,and further interpret the reflection of information asymmetry,adverse selection and moral hazard in the three major mechanisms of affordable housing construction.The con-tract theory explains the theoretical potential of the macro mechanism,and profoundly sums up the problems existing in the construction mechanism of affordable housing and its optimization path.
