Research On Management Control Model And Operational Mechanism In China Coal Distribution Links

In order to solve a series of problems on key issues concerning China's coal industry and coal distribution, this paper looks into the regulation of coal distribution from a macro level, comes up with a new government administrative regulation pattern in coal distribution, and designs the operating mechanism based on the circulation theory, the government regulation theory, multi-center regulation and control theory concentrating on independent self-organizing network, and stakeholders theory based on cooperative perspective. The establishment of this new pattern will reconstruct the government's regulation platform of coal distribution, innovative control measures, and reform the government functions. By building a macro-control platform which is led by corresponding executive branch of government, participated by related political, social and economic subjects, and aimed at coal distribution, the government could regulate and control the coal market from a macro-level, providing a good environment for the coal economy, and achieve the optimal allocation of coal resources by a new regulation pattern.
