Guangdong, China's most dynamic province in economic and social development, strategically locates in the southern end of mainland China. To accelerate regional economic and social development, provincial government has been focusing on the new construction and renewal of the transportation infrastructure. The rapid development of transportation infrastructure leads to the increasing level of conflicts during land-acquisition and resident-resettlement, which threatens social stability and economic development of the rural society in Guangdong province. Therefore, resolving these conflicts efficiently and effectively becomes the focus of society and local government and a necessary step in building a harmony socialist society.The purpose of this thesis is to provide a guideline to local government in policy making process of land-acquisition and resident-resettlement in transportation infrastructure development projects, so that an optimum procedure can be achieved to expedite the land-acquisition and resident-resettlement and keep conflicts as minimum level.This thesis consists nine sections. Chapter 1 discusses the background, current status, study method, theoretical basis, innovative solutions, and definition of characteristics of land-acquisition and resident-resettlement in transportation infrastructure projects. Chapter 2 through Chapter5 evaluates the current status of the land-acquisition and resident-resettlement in transportation infrastructure projects in Guangdong province from the view points of the local government, owners and tenants based on their behaviors. Chapter 6 performs structural and elemental analyses on the land-acquisition and resident-resettlement in transportation infrastructure projects considering the political, economic, cultural and social impacts. Chapter 7 detailed analyze the relation between owners and tenants, owners and different levels of local government, and tenants and different levels of local government. Chapter 8 summarizes the above analyses and indicates the successes and failures of local government in dealing with land-acquisition and resident-resettlement in transportation infrastructure projects. Chapter 9, based on facts and analyses in the previous sections of the thesis, provides innovative solutions via combination of creative policies, mobilization and coordination of society and local government, benefit compensation, promised appropriate resettlement, and cost sharing.The thesis provides three innovative solutions. First, introduce the unique and practical viewpoints in dealing with land-acquisition and resident-resettlement in transportation infrastructure development projects. Second, put the land-acquisition and resident-resettlement conflicts in the background of the society and economic backgrounds and find the solution through the cooperation and coordination of the whole society. Third, provides a series practical guidelines and proposals to assist the policy making process and optimize the workflow, cooperation, and coordination during the land-acquisition and resident-resettlement in transportation infrastructure development projects.
