The Scope Management Of PHS Network Reform Projects In China

Personal Handy-phone System (PHS) services will be completely phased out by early 2011 at the behest of the Ministry of Industry and Information Technology (MIIT) to free up frequency for TD-SCDMA. 70 million Chinese PHS users will turn to other mobile service. PHS network built during last 10 years will be reformed to meet the need of service during and after the user moving.This thesis mainly discusses the scope management of PHS network reform projects in China. By study the reform direction and the scope management of PHS network reform projects, this thesis will define project scope and scope control methods of PHS network reform projects.
