From the author's observation, China Telecom's management inherits the style widely seen among China's traditional state-owned enterprises and its corporate system has not reach an ideal state. It's a shared goal among all telecom carriers to maximize their returns on investment. Among the many management functions with direct impact on economic return, better project management of telecommunication engineering projects is an important factor to achieve profit maximization. The current management expertise is overwhelmed by the complexity of software switching projects run by fixed-line operators. There is an urgent call for a uniform project management protocol to ensure that every project member finish her/his own work on time and in compliance with standards. Standardized management can speed-up engineering project's development, ensure quality, enhance strategy execution efficiency, and eventually increase return on investment.Project Management is a key capability for achieving success of telecom engineering project. Software switching engineering project duration is typically short and it requires timely fulfillment. On the contrary, traditional telecom project requires only capacity extension work after a major one-time construction (with focus on quality). Soft-switching project poses higher demands in terms of project management standardization, flexibility, and effectiveness. Therefore, the author is introducing advanced project control methodology for project management work in Guangdong Telecom so as to increase engineering project management efficiency and provide assurance for project success.
