With the increasingly fierce competition of telecommunications industry, the operation projects of telecom enterprises change rapidly, scientific and reasonable project management gradually reveals its importance. The scope management contains the main contents and its extent needed to be done of the project. It is not only the basis for other project management procedures, but also the key factor to the success of the project. Only defining the scope of the project can the project quality system and scientific resources budget be established, rational division of power and responsibility of project implementation come true. The introduction of project scope management is necessary for the reasonable planning of the project scope, the design of the project work breakdown structure, balanced distribution of tasks, a clear responsibility to the people. Only by following the scientific method of project scope management, scope planning, scope definition, scope verification, and performing the appropriate scope change control, can the risk of the project be reduced, the progress of the project be effectively controlled, and a solid foundation for future work be laid.A mobile put a lot of manpower and resources to prepare to study a set of operating system to reduce the cost, as well as improve the efficiency, the purpose is to solve the problem of inefficient use of resources etc..This is the key project of the company, which has been highly valued in various leadership of the company. The main staff of the project team is more than ten people, which also get the support of expert advisory group. But since the operation of the project, project schedule has been adjusted several times as well as delayed, the differences between financial personnel and business personnel is bigger and bigger, which lead to the stagnation of the project. Main reasons of the contradiction lies in the unclear understanding of the project requirements and objectives in the project implementation process, no well division of the ability and safeguard which should be managed and controlled further, and which should be reduced the input. A series of problems caused the project schedule delay, and how to carry out the scientific management of the project scope has become the urgent problem to be solved.Under the background of the above content, according to the modern theory of project scope management as well as the project management experience, this paper uses "low cost and high efficient operation system" project in A mobile as an example. It combines theory which includes the project scope planning, scope definition, scope verification, and scope change control with the actual research. It also proposes the key strategy of project scope management and describes the whole process of the standardization of project scope management. Hope this paper can provide reference for other communication enterprises which have similar needs.
