The grassland resources are on our country land the area biggest ecosystem, to develop the animal husbandry, the protection biodiversity, the maintenance water and soil and the maintenance ecological equilibrium has the significant function and the value. But Over a long period of time, influenced by nature and artificial and so on various factor, our country 2/3 above may use the natural pasture all varying degree to appear the degeneration, the desertification, caused the productive forces to drop and the ecological environment serious worsening unceasingly.On the foundation of domestic and foreign correlation research results, this article takes < Draws back the herd to return the grass>the national project as a background, takes the object of study by the Khure banner policy of effect, to analyze project implementation social economy benefit in real diagnosis.Because Khure banner implementing the policy < Forbid breed to stall feed> before did not have abundant proof this policy in the Khure banner compatibility, implemented several year after from this policy the effects to look, both of the ecology benefit and the economic efficiency had not achieved the anticipated goal. Therefore, this article aimed at Khure banner implementation the effect of the policy < Forbid breed to stall feed> and between the anticipated goal disparity the country implementation the project, proposed some suitable should the local ecology and the economic development and the social development industrial structure.
