It has been a long time for construction industry to be considered as technology backward fields for two reasons. One is its labor-intensive productive character; the other is its poor technology innovation. With China's entry into WTO and facing the competition of multinational construction group, now Chinese construction industry has urgent time to improve its international competitiveness and productivity. Under this circumstance, this thesis has done some research and aims to give some advice for construction industry to improve they construction innovation.Enterprise technology innovation management requires the use of the system perspective to view the issue of technological innovation of enterprises. Technological innovation is the focal point, and makes the elements which have strong relation with technical innovation to be effective promotion of technological innovation factors by reasonable management and integration. To achieve this effectiveness, it is necessary to consider both inside and outside the enterprise environment, and clearly the root of the problem, and take appropriate management measures so that these factors towards the direction of technological innovation and common development.Looking at the face of large-scale construction enterprises of the industry environment and the enterprise's own situation, there are many obstacles to technological innovation, and the conditions has yet to be perfect. To remove barriers and improve the management, these two aspects of the work required not only large-scale construction enterprises adjust themselves, but also Gan not be separated from government and industry support and guide. Judging from the external environment, the two reasons- competition disorder caused by unreasonable industry market structure and the lack of cause-related policies and systems caused by the government's neglect, are seriously hampering the construction industry and large construction enterprises technological innovation. Therefore, the Government needs to transform its functions, focusing on technological innovation and related policies to improve the structure of public markets. This paper analyzes the various factors on technological innovation at the problems and the promotion of technological innovation value, makes recommendations for the government to put forward in these areas to improve macro-control measures, through the construction industry market structure, tax policy, the legal system, and industry standards such as the five factors of macro-management of departure.However, for large-scale construction enterprises which are on micro-level, improve of the environment of industry technological innovation does not mean that heir level of technological innovation can automatically follow the improvement in the environment has been upgraded. This paper considers the unique characteristics of technological innovation of construction enterprises, and the internal environment of large-scale construction enterprises, considering that the key elements of technological innovation management in large-scale construction enterprises focuses on enterprise system, organizational structure, corporate culture, human resources, funds management and the design, construction integration and cooperation in the construction of innovation, analyzing the seven aspects of the present deficiencies in the management and the corresponding countermeasures in detail. This paper adjusts and improves these factors with technical innovation as the focal point, in order to achieve the combined effect of internal and external factors, and increase the competitiveness of enterprises by enhancing technological innovation capability.
