The Study Of South Korea Energy Policy

The market of technology to improve the efficiency of energy and the technology of renewable energy is increasing in 21 century, and this tech will improve the national competitiveness. The Korean government is considering to make out a new positive policy to develop the sustainable system of energy which quite different from that base on fossil fuel and nuclear energy. All of the world should coordinate to work out path which is suitable for us in the 21st century, only by this means, could we avoid threaten of the climate change. This paragraph focus on the current unsustainable development of the Korean energy system, and gives advices on the necessity to transfer and advices on plans and principle of the new policy which will transfer the Korean energy system into a sustainable one.Historically, the Korean energy policies are divided into 3 stages: the policy of reduce petroleum in the 70s before the foreign exchange crisis; the comprehensive policy to promote coherent aid, the development of technique of future energy and environment in 90s after the foreign exchange crisis.The Korean energy policy consists of 3 parts, policy to improve efficiency, policy for renewable energy, and the overseas resource exploration.The energy policy improves the supply of the equipment, realizes the network of the energy industry, increases the ratio of the renewable energy, restructures the energy industries, safeguard for the energy, and strengthen the R&D.The current problems are as followed, the ratio of the highly consumed industries is too big and too dependant on petroleum, the financial support of the alternative energy is insufficient, and the ratio of R&D and the scale of overseas investment are not so satisfying.The energy policies of Korea are extension of research and development investment for energy technology and qualification improvement, economical efficiency improvement of energy and resource supply, development and supply extension alternative energy, accelerating of energy saving, flexible extension of energy part and extension of development of domestic storing resource and import of foreign resource. Examining energy supply and demand structure both Korea and China, they are lack of natural resources and the foreign dependence is too high. In accordance with that structure, the both governments have taken into energy policy from 1960s. In other words, the goal and method is same to prepare the energy crisis but they are different from execution time, charge part, and execution result. And the energy price fluctuation resulted from international oil price.Therefore, the traditional energy will be exhausted certainly and the new alternative energy will use at least after decades. Because of that reason, the oil price will be possible to rise. Accordingly, there are some common points to recognize about future energy preparing method.First, the cheaper energy period has gone and the future energy supply is still too expensive and unsterilized. So we can't mention about future energy will be changed, we must deal with any change using the energy effectively and saving. It will help continuous economic growth.Second, the productions will be changed more valuable and the trade competition object will be changed from developing countries to advanced countries. So we must curtail our production expenses and improve our profit.Third, they must execute effective energy policy about energy saving when we are thinking about the crisis from energy fluctuation. The common effort directions are they will avoid second energy fluctuation and they will minimize the impact from the energy crisis from that policy.The last, I expected the interest knowing both Korea and China to be roused and emphasized from this thesis through contributing scholarship exchange between Korea and China by a Korean student to learn in China.And I hope for Korea and China to prosper and to extend around all Asian region by improving their living quality from learning and supplementing their good points over many fields not only the energy problem.
