Exploration And Prospects Of New Socialist Village Construction

The problem of countryside is an important problem, which related to the reform and opening-up of our country and the development of economy and society. Village Construction was again referred to a new political height by《Decision of several issues about advancing rural reform and development》which is proposed in Third Plenary Session of Seventeenth Central Committee of the Chinese Communist Party. Decision proposed that agriculture was the strategic industry to secure our country and firm our morale, no agricultural modernization no national modernization, no rural prosperity and stability no national prosperity and stability, no peasantry general well-off no national people well-off. Village Construction is not a new thing, from 20s last century ambitious people in our country operated Countryside Construction movement to change the depressed situation of countryside. Certainly, it is different from the Peasantry Movement(Revolution) leaded by Chinese Communist Party. After the founding of New China, the Chinese Communist Party does not give up the search for the rural development, from the agricultural cooperative to the household contract responsibility system and then to balance urban and rural development, then to push forword the building of a new socialist countryside, the steps of rural reform is embeded stage by stage. Under the guidance of general policy of Chinese Communist Party Central Committee, although the village construction of our country has gained big success, problems still exist. Under the new society background, how to continue pushing forword new village construction is very important.This thesis is based on history, combined with the methods of system analysis, literature survey and questionnaire survey. Firstly, it introduces our village construction and related theory of village construction, then taking Liangzhui Sisen New Village in Laoling city as an example, summarizes the natural condition, development process, development experience and some problems. Finally some measures are put forward, which are to: search for the system about muti-channel fund and land protection, improve the initiative of peasantry, develop the function of rural cooperative organization and so on. These will not only give theory foundation and feasible plan for this village, but also provide references for the new villages construction in some other area. This is also the writing purpose of this thesis.
