The Comparing Research Of The Construction Of Beautiful Village From The Investment Subject Perspective

The construction of Beautiful Village is the necessary way to build Beautiful China.Beautiful Village is the requirements of development of a new socialist countryside.Nowadays,the construction of Beautiful Village is at the exploration stage.Though great development has been made in improving living environment,perfecting public facilities and other aspects,questions are emerging.It is essential that how the masses are activated to participate livable country life.In this article,the function of each subject in the construction of Beautiful Village is defined.The construction of Beautiful Village is divided into two types according to different function.One type is the Transfusion Type which is based on the investment of the government,the other is the Hematopoietic Type which is based on the investment of the countryside.The author studied the differences and connections of the construction of Beautiful Village in different investment bodies.This article studies the impact of function of participators,the impact of participators and issues in implement through investigations.Results show that in the Transfusion Type,there are questions such as difficult street-level management due to intensive input of resources,lack of participation and formalized democracy.While in the Hematopoietic Type,issues such as long period of construction,the lack of fund and lack of long-term conditionality in programming exist.According to existing issues,the author proposes an interactive blueprint including multiple centers such as the government,residents,design groups and companies.It is suggested that the implement of the construction of Beautiful Village should transform from unilateral dominant construction to multiplex coordination.Besides,thoughts about how to design the blueprint and strategies are put forward,which provide certain reference for the construction of Beautiful Village.
