The rapid development of Circular Economy is the great moment for the transform of our present heavily pollutant, low resource efficient economy development pattern. Recently, a variety of industries tried a lot on Circular Economy and sustainable development, and positive social, environmental and economic benefits have been obtained. Circular Economy went through vigorously development. Taking Circular Economy developing experience from other countries as reference, we find that a lot of problems may take place in this progress which lead to the instability of the whole Circular Economy system. So it is necessary to do forward research on the stability of Circular Economy system.Aluminum industry plays an important role in national economy, and at the meantime a heavily pollutant and heavily energy consuming industry. So aluminum industry becomes one of the industries which firstly implement Circular Economy. Every large aluminum enterprise, like Baotou Aluminium Co.,Ltd, Aluminum Corporation of China Limited and Xinfa Corporation successively established Circular Economy development projects. In this work, the stability of Circular Economy system in aluminum industry is studied.This work is based on principle Circular Economy theory, and combined with systems engineering theory, industrial ecology, economics theory, game theory, cleaning production theory and aluminum industry correlated producing technology. Proceeding from the flexibility, rigidity and openness of the Circular Economy system in aluminum industry, our work discusses the connotation of Circular Economy system stability in aluminum industry, and concludes that during the functioning of the Circular Economy system in aluminum industry, when system manages modulating production flexibly in order to cope with environment changes, keeping relatively stable functioning of the system at the same time, and reasonably absorbing alien enterprises into the Circular Economy system, this aluminum industry Circular Economy system is stable. In this work, analysis on factors which influence flexibility, rigidity and openness of aluminum industry Circular Economy system stability are discussed, according to which, stability evaluating index system is established, using a combined method of Analytic Hierarchy Process Method and Delphi Method, and weight of each factor in the evaluating index system is evaluated too. Stability evaluating method is established using indexation conversion method and weighted linear method.Case study of stability evaluating index system is carried out on Xinfa Corporation, and economic system stability of Xinfa Corporation during two periods is analyzed, evaluating index system is established and optimization suggestions are put forward.Aluminum industry Circular Economy system stability evaluating index system and evaluating method are established in this work, which enrich the Circular Economy theory, provide theoretical basis for future development of aluminum industry Circular Economy system, avoid unstable problems during its development, and provide reference experience for Circular Economy development in other industries.
