Analysis On Technology Diffusion Of Import Trade In Shandong Province

During the process of economic globalization and trade integration, contacts between different regions become more frequent and international trades, FDI and IT transmission are gradually intensified. Technology diffusion brought about by international trade and FDI has greatly promoted exchanges, learning and innovation of new technology, and then the development of economy. What's more, promoting the technology diffusion from developed countries to our country by trades is one of the originals of the reform and opening-up. Therefore, technology diffusion by trades has always been one important reference for the policy-makers and theoretical circles to evaluate trade policy direction and achievements of reform and opening-up.Shandong, lying on a favorable place and enriched with resources and labor force, is an important international trade province. After the reform and opening-up, Shandong province has become, following the Yangtze River delta and Zhujiang River delta, the major region open to the outside world. Analysis on the international trades in Shandong, especially on imports, is typically meaningful to Shandong's technology diffusion and technology upgrade. Meanwhile, it brings in useful impacts on the draft of afterward development strategy and up-to-date policy. At present, analysis on the technology diffusion brought about by Shandong's imports is just at the initial stage. Former research and analysis focus mainly on the development of foreign trades and FDIs in Shandong, neglecting the real effects of trades to technology diffusion. As an important trade province, absorbing technology diffusion impacts through imports is an important method for Shandong to promote technology improvement and economic development.This paper inducts and integrates the relevant literatures both at home and abroad, brings in , on the basis of CH model, several factors that have impact on technology diffusion of imports, and then comprehensively compares the effects of some factors like human resource capital, domestic R&D expenses and extent of openness of trade .The empirical result shows that the comparatively low level of human resource and deficiency of domestic R&D expenses have, to some extent, hind the technology diffusion effects brought about by imports. Because of the immature development of the market mechanism, the trade structure dominated by processing trade makes the openness of our province as didn't facilitate positive effects to the technology diffusion of international as in other provinces. This means, in order to break through the threshold level of absorbing capacity, Shandong province should improve the human resource capital level, advance the capability of transforming domestic research into real productivity, upgrade the product structure for trade, and establish a more reasonable and better international trade market system. Only in this way can we use the positive impacts of international technology diffusion effectively.
