The Analysis Of The State Of Land-for-security

The landless-famers issue has become a focus problem in China at the present time. The resettlement of the landless-famers influences the sustainable development of economic and the harmonious and stable of the society directly. Job placement has exited the stage of the history. Monetary resettlement has become the main method in the resettlement process. Although monetary resettlement is a simple and easy method, it can not achieve a good effect in the underdeveloped areas. The others methods such as land shares and leave land resettlement can not make a wide application for their restrictive conditions, though they can achieve a good effect in other areas.The process of the resettlement of the landless-famers is the process of land-for-security. The compensation to the landless-famers is the compensation to the function of the lost land. The rural land in our country bearing the weight of double functions which were agricultural production and social security. That must be embodied in the compensation.In the first chapter of this paper, I introduced the paraphrase of land-for-security and the actuality of the research about landless-famer, bring forward the research ideas and the research methods. In the second chapter, I expounded the theoretical basis and the practical significance of land-for-security. I pointed out that the compensation to the landless-famers is the compensation to the function of the lost land, and the process of the resettlement of the landless-famers is the process of land-for-security. In the third chapter, I introduced the practice mode of land-for-security about Shanghai Pudong New Area, Jiaxing City, Zhejiang Province and Chongqing City. I found out the defects of these three practice mode and analyzed the reasons of the defects. In the fourth chapter, I proposed the optimize measures to land-for-security. In the final chapter, I analyze the other resettle modes to the landless-famers and provide references for the practice of land-for-security.The problem of the resettlement of landless-famers can not be resolved by the single strength of our government. They need the participation of the whole society. In this process, we should hear the voice of the landless-famers, see the shadows of the enterprises, feel the strength of the non-profit organizations. The win-win-win situation of the government, enterprises and the landless-famers will appear on the efforts to the whole society.
