Companying with the economical development, the progress of society, and people's new ideas, it is the new hot spot in china that tourism has become the national expenditure. Tourism as an industry shows more and more prospects for development with its unique vitality and enormous market potential. The 21st century, the Chinese tourism market enters to the image competition time. The mold and dissemination of tourism image in a way means that the expansion of economic efficiency and market which is the key element to attract tourists and is the huge wealth and invisible assets of tourism city. So the mold and dissemination of tourism image attracts the people's attentions along with the fierce competition between the tourism cities.In the times of an increasingly competitive tourism market, the city tourism image is a valuable invisible assets and brand of the city. Comparing with the city of Beijing,Shenzhen which are more successful in the planning of tourism image, Jinan's tourism image doesn't do very well in characteristic,attraction,broadcasting strength and so on. It has affected the status of Jinan as the provincial capital in the domestic and foreign tourists' heart and the further development of Jinan's tourism industry, it also makes certain limitations to business exchange and attract foreign investment, and it thus brings certain influence in the reform and open policy and economic constructions of Jinan.The article researches on the planning of tourism image of Jinan, and plans an attractive tourism image to promote development of Jinan's tourism. Based on theory of tourism destination image planning, this paper researches the problem of Jinan's tourism image planning. The primary contents are outlined as follows:Introduction includes this paper's significance, makes a systematic exposition on the development of foreign and domestic study on city tourism image and the main methods.Part one analyses the theory of the city tourism image, including the definition, form factors and the city tourism image system which lay the foundation for the orientation, design and spread of Jinan's city tourism image. Part two analyses the backgrounds of the city tourism image orientation of Jinan, based on the investigation about the tourists and citizens of Jinan, combining competitive marketing analysis of the city tourism image, and finally advanced the orientation and slogan of Jinan city.Part three designs the city tourism image of Jinan from some factors based on the basic theory of destination and designing of social perception elements of tourism in destination, and then puts forward the note aspect when design the image.Part four deals with some promotion methods such as public relations, network, advertisement and culture after making sure the strategy of the Jinan's city tourism image, and combines event tourism and MICE to promote Jinan's city tourism image.The last part is the conclusion of this part, summarizes the main contents of the whole paper.
