Crisis management is very necessary to solve brain drain and keep human resources pool stable. Brain drain in non-state owned enterprises is studied in this paper using crisis management theory.In recent years, non-state owned enterprises are faced with the problem of brain drain. The reasons were presented from three aspects: enterprise, individual and environmental factors. It is valuable for introducing crisis management concept in non-state owned enterprises. Effective crisis management is the management before, after and in the course of a crisis. Management before a crisis is the early-warning of the crisis. One of the most important ways to manage crises is to construct an early-warning mechanism. Such a mechanism should be established by raising the awareness of crises, setting up information system, making responding and rehabilitating plans. An indicator system is constructed by sampling methods and Delphi method. The author makes a demonstration research on early-warning management and has an early-warning analysis with double factors evaluation.The main viewpoints were listed below:A new calculating equation with corrected parameter is presented for employee turnover rate. It is important to know about situations of brain drain clearly. Implementing crisis management is able to resolve the crisis of brain drain effectively, speed up the process of informatization for human resource management and enhance the quality of human resource management and crisis management. In the course of after-management, the fundamental contradiction of the brain drain should be solved particularly.
