The competitiveness of state-owned enterprises is greatly weakened, and their sustained development undermined, because of the disadvantages of state-owned business management in general with the further development of market economy in China, and increasing brain drain. It is a significance task, which relates to the further development of state-owned enterprises, to attach great importance to the problem of brain drain of state-owned enterprises, establish and perfect the effective mechanism and the favorable environment that can attract, retain and develop human resources. Therefore, to study the brain drain problem in state-owned enterprises and put forward relevant solutions has important realistic and academic implications.On the basis of the definition of core concepts such as talent and brain drain, this paper aims at providing an in-depth analysis of the present situation of the brain drain in state-owned enterprises and its influence. Furthermore, the paper analyzed the reasons behind this problem from the perspective of macro-environment, management and individuals. From the macro perspective; the ill-defined government-enterprise relationship, and the unfair competition between state-owned and non-state-owned enterprises are the institutional causes for the brain drain problem. But the basic reason lays in mismanagement, such as the unreasonable mechanism for manager selection and appointment, the imperfect incentive mechanism, the failure to establish effective assessment systems, the absence of reasonable salary structures, and the lack of long-term staff development plans. As to the individual factor, it is closely related to the motivation, age, and job satisfaction of the talents. Bases on the analysis, this paper put forward a tentative plan to solve the problem through multi-level efforts and in an all-round manner under the guidance of the concept of scientific development. And it also lays out specific measures for dealing with the problem, including establishing new government-enterprise relations, optimizing the enterprise development environment, improving the human resource planning, recruiting suitable employees, establishing proper assessment systems and perfecting incentive mechanisms.This paper attempts to make a relatively comprehensive analysis of the issue of brain...
