A Study Of The Influence Of Intellectual Property Rights Upon The Science And Technology Rewards

As an important component of China's scientific and technological work, the science and technology incentive system is a very important means and methods to promote the technological progress and the scientific innovation. In recent years, the rapid development of science and technology, the construction of innovative country has been proposed definitely in the science and technology progressive method, and the enhancement of independent innovational ability has been placed into the prominent position of all technical works. It is proved that intellectual property rights system, patent in particular, is the best indicator of the ability of independent innovation. Our country's intellectual property rights have made a great progress along with the implement of the national strategy of intellectual property rights. According to its influence, it is necessary to study and explore the effect and function of the intellectual property rights upon the science and technology rewards.In this study, the characteristics and influences of intellectual property rights and science and technology rewards system were studied by the use of theoretical research associated with case analysis, expert talks, expert advice and so on, combined with chi-square test, and other statistical means. The similarities and differences between the two systems and mutual relations were explored, Chongqing Science and Technology Award for instance, the type of intellectual property rights and their influence of the three categories in science and technology awards were analyzed.Research shows that: the two complementary and synergetic system are the important incentive mechanism of technological work; patents in intellectual property rights is the most influential awards; intellectual property rights have an impact on the Technological Invention Award and Prize for progress in science and technology. The author puts forward some countermeasures and recommendations: First, to abolish the Technological Invention Award and to improve the Technological Invention Award accreditation requirements. Moreover, to maintain the same type of technology and to enhance intellectual property rights of scientific and technological assessment indicators. What the meaning of this research is to provide some basis and method about the technical rewards for the management of science, and to make some positive effects on concordant development of intellectual property rights system and science and technology rewards.
