Since twenty-first century,with the accelerating process of economic globalization,intellectual property protection plays an increasing important role in international trade and technology progress in a country,especially the protection of intellectual property rights in developing countries is an important factor that overcomes the short-term technical difficulties and achieves economic growth.However,throughout the research on the protection of intellectual property rights and technological progress in developing countries,most scholars regard it as a whole.Few scholars can consider the differences of technical level to explore the relationship between intellectual property protection and technological progress.In view of this,this paper tries to combine the existing research results from the point of view of technology gap.Firstly,we use the Romer(1990)and Barro(1997)basic analysis framework,and expand the endogenous technological progress model of three departments.We make a conclusion that there is a linear relationship between intellectual property protection and technological progress in the developing countries with large technological gap.At the same time,this paper also draws a conclusion that there is one non-linear relationship between intellectual property protection and technological progress in the developing countries which the technology gap is small.Secondly,we consider the two indicators of per capita GDP and patent applications according to the traditional technology gap measurement.So the developing countries are divided into two categories:the country which has big technological gap and the technological gap is small.In the end,we make a linear regression analysis to the developing countries with a large gap in technology,and test the threshold effect of the developing countries with a small gap.According to the results of empirical analysis,the paper provides some suggestions for the protection of intellectual property rights in developing countries.This paper has three main points:(1)Because the level of technology in developing countries is different,the relationship between intellectual property protection and technological progress is also different.(2)There is a simple linear relationship between intellectual property protection and technological progress in the developing countries with great technical gap.It is suitable for them to loose intellectual property protection.Strengthening intellectual property protection will hinder the improvement of technical level in these countries.(3)Because of the existence of the threshold effect,the intellectual property protection and technological progress in the developing countries with a small technical gap is a complicated nonlinear relationship.Specifically,when the relatively technical level is high,it is suitable for them to strengthen intellectual property protection.It is suitable for countries with relatively low level of technology to make liberal intellectual property protection policies which enhance the level of technology.According to the analysis of theoretical model and empirical test,this paper can be divided into five parts.The first chapter explains the research background,research design,structural framework,research significance and innovative points of the paper.The second chapter defines the concepts of intellectual property,technology gap and technological progress,and reviews the theoretical research on the measurement of technology gap.Secondly,this paper introduces the relationship between intellectual property protection and technological progress in developing countries.This paper also explains the relationship between technology gap and technological progress.We also expound the relationship between intellectual property protection,technology gap and technological progress.Finally we give a brief review of the research results.The third chapter mainly introduces the theoretical model,including the model assumptions,research design,innovative points and the specific content.On this basis,we can better explore the mechanism of this paper.The fourth chapter is the empirical part of the paper.Firstly,according to the ratio between per capita GDP in every country and per capita GDP in the United States and amount of patent applications in the USPTO in the United States,we divide developing countries into two types.Secondly,an empirical analysis on the linear relationship between the intellectual property protection and technological progress of the developing countries is made.The linear regression is performed based on the stability,co-integration and Hausman test.The results show that it is suitable for loosing protection of intellectual property rights in the developing countries with large gap in technology.Lastly,this paper verifies the nonlinear relationship between intellectual property protection and technological progress in developing countries.On the basis of data stability,the model conducts the test of threshold effect.Under the premise of the existence of the threshold effect,using the technical gap as the threshold variable,the nonlinear threshold effect is carried out to get the critical value of technical level about developing countries.Strengthening intellectual property protection in developing countries which are higher than the critical value will promote technological progress.To the contrary,strengthening intellectual property protection in developing countries which are below the critical value will hinder the improvement of the technical level.Finally,we combine the critical value and empirical results to make a summary of this chapter.In the fifth chapter,according to the theoretical research and empirical results,this paper summarizes the conclusions of this study.Regards for the problems in this paper,we give a further description and put forward the prospects for the future.
