Evaluation Of The Influential Factors Of Medical Science Achievement Transformation In Chongqing

Scientific technology is the first productive force and the progress of technology is the pacing factor of economic development. The transformation of medical science achievements is very important in bridging science and technology (S&T), and the development of economy and society. Thus, the transformation and industrialization of S&T achievements has become a focus of attention in the world. The industrialization of medical science achievements is not only related with the health of 1.3 billion people, but also with the economic development in our country. As a municipality directly under the Central Government for 10 years, Chongqing has obtained 212 items of medical science achievements at the provincial level, but the transformational rate is less than 20%. Therefore, it has directive significance to promote Chongqing's medical science achievement transformation by establishing an index system for evaluation of influential factors of medical science achievement transformation and putting it into practice.On the basis of literature review and comprehensive analysis, the theories related with medical science achievement transformation were discussed, from which we found that medical science achievement transformation is characterized by long cycle, high cost, strict regulations and high requirements. An index system of influential factors targeting at fund, policy, outcome and talent was established by means of target decomposition, classification and combination, and expert consultation. Then, the weights of all factors were decided by using analytic hierarchy process (AHP) and questionnaire results form experts, which were proved to be scientific and reliable in consistency check. It showed that fund is the most important influential factor in achievement transformation, among which risk investment and transformation fund are of the first priority. Two medical universities and some medical enterprises were investigated by using the index system, which the transformed achievements were analyzed in terms of project source, fund, the level of outcome, transfer mode, channel and degree of transformation, outcome flow and the evaluation of S & T rewards, while the non-transformed achievements were analyzed in aspects of policy, fund, talent and outcome. The main problems of medical science achievement transformation in Chongqing exist in the lack of risk investment, the weak ability of intermediate sectors, inappropriate S & T administrative system, poor policy guidance and insufficient exchange of information. The weights of the established index system were compared with the reasons that led to the non-transformation medical science achievements in Chongqing with spearman analysis, and a similar result was obtained. Finally, strategies and suggestions were raised to establish and consummate the system of risk investment, improve the maturity of outcomes, train compound talents, enhance service of the intermediate sectors, and build a sound environment for S & T achievement transformation.Based on the existing problems in medical science achievement transformation, an influential factor index system targeting at the key factors of the transformation process like policy, fund, outcome and talent, etc. was established. The empirical study on Chongqing's medical science achievement transformation proved that the index system reflects the current situation of transformation, has a certain practical significance and a great value in promoting the achievement transformation and industrialization of medical sciences.
