Research On Government Financial Support For Farmers' Professional Cooperatives

Rural reform liberates the labor forces on the one hand, and plunges individual farmers into the intensely competitive market economy on the other hand, which means farmers'disadvantageous position against other robust market entities. If so, farmers'interest and benefits could hardly be guaranteed, and China's agriculture would not further develop and upgrade smoothly, thus making it difficult to meet challenges from foreign agricultural industries. All these encourage the foundation and development of Farmers'Professional Cooperative Economic Organizations, which can represent the direct benefits of farmers and function as an intermediary between farmers and the market. However, the reality is that so far few Farmers'Professional Cooperatives have been set up which are relatively large in scale, high-grade, and capable of serving farmers and increasing their income. Of all the reasons the key one is lack of government financial support.The thesis first introduces the theoretical basis, necessity and urgency of Government's financial support for Farmers'Professional Cooperatives. Development of Farmers'Professional Cooperatives abroad, particularly those financially supported by Government, provides excellent practical experience for us. Next the thesis introduces major domestic financial policies regarding the development of Farmers'Professional Cooperatives, and, through the investigation of typical farmers'cooperatives in Zhengzhou, analyzes the problems that arise in practice with a focus on government financial support conditions. In the end, the paper incorporates practical experience at home and abroad, put forward a number of specific recommendations to strengthen financial support for the development of Farmers'Professional Cooperatives.
