Research On The Bidding And Tendering With Bill Of Quantities

After our country's entry into the WTO , the accommodation of our country's bidding and tendering mode to that of the international construction market, however, becomes an emergent event to solve, the focus is on how to realize the change of contract price formation from ration to bill of quantities (BQ). The bill of quantities is a type of contract price formation by applying the uniform accounting principles, standardized accounting rules and determine the unit contract price and sum price by competitive tendering between the contractors. The bill of quantities embodies the competitive principle, which is one of the core principles of market economy, play an important role on the express of client and contractor's internal purposes, transparence of construction bidding and tendering market, systematic transformation of construction market.Based on studying the price formation of developed countries and regions, in combination with the traditional price formation mode, the principle, characteristics and general applying procedure of BQ is systematically studied; and then the general theory of bidding and tendering under the mode of BQ is illustrated by consulting the practice experience of the author itself, whilst, the general status of applying BQ in our country is briefly summarized and a case study of applying BQ in the activities of bidding and tendering is carried out. Meanwhile, the author is trying to apply the fuzzy AHP method in the tending and bidding process by BQ, the conclusion is after analysis ,the fuzzy AHP method can be well applied and make good effects in combination with the software of EXCEL, the process of evaluation is simplied and time of evaluation shortened. It makes some pavements on the justice, fairness and clearity of bid evaluation. Finally, the risk of client and or contractor when applying BQ in the bidding and tendering activities is systematically classified and defined, then the AHP way is applied for evaluating risk and accounting the influence of every factors, then the measures of how to prevent the risk is initially listed for suggestion.
