Advantages And Disadvantages Analysis And Strategy Research On Bidding With Bill Of Quantities Of Government Investment Projects

Most of government investment projects are people's livelihood, infrastructure projects, they are usually huge capital investments, easy to breed corruption. In the context of the global economic crisis, China implemented a proactive fiscal policy to expand domestic demand, increased government investment projects. "List of construction engineering quantity pricing norms" GB50500-2008 specifies that "all use of state funds or state-owned investment funds based projects, bills of quantities must be used."Bidding with Bills of quantities is the common project bidding approach in international construction market.Since entered the WTO,we integrate with internation actively. The management of government investing projects is that we need to address an important issue, the bidding with bills of quantities as one vital part of the settlement of the issue,is a top priority.Taking the bidding of government investing projects as the research subject,the paper analyze the advantage and disadvantage of bidding of quantities model of government investing projects, to establish a model for the current condition of our country, and works really fit the bill of quantities of construction project bidding operation mechanism and operation mode, to improve the bidding of China construction market, in order to effectively control the design, construction quality, progress and investment and avoid serious market turmoil of the situation and thus breeding corruption, by economic laws, and enhance market efficiency, optimize the industrial structure, to achieve survival of the fittest, so that enterprises can get a good economic and social benefits, and promote the sound development of the socialist economy market.This paper compares domestic and international project bidding model, find out the current construction bidding model gap between our country and the the developed countries; from bidding, bid evaluation analysis of the different stages of the bidding pattern of quantities; analysis deeply of the government investment projects in the works under the bill of quantities advantages and disadvantages of the bidding mechanism; at last, use AHP to decide the winning bidder,bidding system on other aspects were also analyzed and improved. According to the construction industry in our country, proposes the measures and countermeasures to government investment projects of implementing bidding of the bill of quantities, including reasonable low bid should guarantee mechanism, improving the method of construction cost consultation institutions and cost, improving the quality of the employees of the contract management, strengthen the control of price bidding,strengthening the management of the bid evaluation expert system construction, supervision and strengthen the whole bidding for construction project informationization construction and so on, to improve the bidding model with bills of quantities of China.
