Regional economic development has been the focus of the successive Chinese governments for 30 years since China reformed and opened door to the world. Particularly, the Third Plenary Session of its Sixteenth Central Committee put forward the strategic concept of"Five Comprehensive"; one of them, overall development of regional economy, especially widens the thinking for regional economic development.As China's regional economic disparities are widening gradually, coordinated development of regional economy is becoming the focus of all walks of life. Actually, that disparities exist in economic development of different regions is common for the economic growth in the world, and hence regional disparity is also an indisputable fact. In a sense, maintenance of moderate gaps is reasonable for economy within a certain scope during a certain period. Nonetheless, in a way, with China's further reform and opening, the disparities in economic development of different regions have not received effective control in our country. Instead, people only pay attention to the efficiency rather than social justice, which has resulted in the China's regional economic injustice.The present study tries to explore moral capital, the nucleus of human capital, by talking about its denotation, and interpret the concept, and the characteristics of moral capital; after that, to start with market failure, the shortcomings of government macro-control and regional defect, the study unearths its economic, cultural and social values in the promotion of overall development of regional economy, so as to explore the ways of realizing coordinated development of regional economies and lay the theoretic foundation for the realization of regional economic justice. Next, the thesis examines the ethical relationships carefully in regional implementation of regional economy in terms of government control and market adjustment, the competition and cooperation in regions, the investment and expense in regions as well as official and unofficial systems, and attempts to construct harmonious ethical relationships. Finally, it also analyses, in the light of production, exchange, distribution and consumption in regions, the reasons why regional economic injustice is caused and probes into the ways regional economic justice is realized.
