Social change of minorities is one of the most important issues, to which sociology and anthropology has always been playing attention. Among these researches the relative studies about Tibetan regions play important roles. The social changes of Tibetan regions occur in a multi-dimensional way. The productive mode represents the changes firstly. Then, it leads to changes in lifestyle, behavior, thinking styles even values of Tibetan. The social and cultural change in Tibetan areas is mainly caused by combination of many nationalities, such as the inhabitation pattern, frequent communication in daily life and intermarriage among nationalities. As external factors, state institution and policies are important strength and the main impetus for material social changes. This article considers that state institution and policies are more important to ethnic areas than the other areas, because of lack of internal development in ethnic areas. Moreover, due to the various particularities in ethnic regions, there exists a doubt for the application of state policies. Tibetan social changes can be regarded as the result of the combined effects of interior and external factors. This article uses state-society view as theoretical analysis frame. National institutions and policies are the main clues, a case study of Bajiaowan community of Sunan County in Gansu Province, Tibetan areas to conduct social and cultural change research, the whole paper is divided into 3 chapters.The first part(1,2 chapter) is the introduction, briefly discussing the academic theme, reviewing previous relative studies, giving a brief description to investigate areas and research spots, also expounding study design, analysis method and theoretical frame in detail. Based on the historical literature materials and interview data, combined with state policies in every period as well, the second chapter discusses the process of social and cultural changes in this region.The second part (3,4chapter) emphasizes analyzing the interview data. The main concerns are recently series of state policies for country land, distributing system and administration. It also mentions the objective influences on the daily life of local residents caused by these policies and residents' subjective feelings of them. Exhibits the decade's changes of population, marriage, family, production, consumption and life style go through both horizontal and lengthways angles.The third part (5, 6 chapter), Chapter 5 focuses on analysis of the herdsmen on the steps of national policy, as well as in response to Market Economy. Chapter 6 makes reflection and outlook on the national policies and national development issues.
