| After years of development, China’s minority areas have made great achievementsin the aspects of social security system construction, establish the initial social securitysystem, the coverage of social security in ethnic autonomous areas become expandingand the social security service standard has greatly improved. Old-age insurance,medical insurance, minimum living security measures are implemented smoothly and,but we must see, due to the influence of historical, geographical, economic developmentlevel and other factors, the social security level in minority area still have a large gapcompared with the eastern coastal areas, the social security construction is alsoconfronted with many difficulties and challenges, such as the level of social security inminority areas lag the minority areas, the endowment insurance payment is too low,management concept of government is still focus on economic development, ignoreconstruction of people’s livelihood, antecedent problems have become prominentproblems at present, especially the social security development in minority areas.In April15,2011, The2011Annual Meeting of Boao forum for Asia was held, HuJintao make a speech about the theme of "inclusive development: in the commonagenda and new challenges" speech, descript "inclusive growth" view briefly and thepractice of inclusive development in China at present. Inclusive development is acomprehensive economic and social development and the development process iscomprehensive organic growth. At present, the construction of social security inminority nationality areas exist that security standard is too low, the scope of protectionis too small, in a word, inclusion deficiency. The inclusive development conceptprovides a theoretical basis for the performance evaluation of social securitydevelopment at the present stage of the minority nationality regions. This paper analysisthe relationship between inclusive development and social security, so as to emphasizethe research meaning of social security from the perspective of inclusive development,and laid a foundation for the following study. Then it systematically discusses thedesign principles of social security evaluation index system of performance evaluation,then draw on the experience of how to build index system of China’s social securityperformance evaluation, and try to establish the evaluation index system for theperformance of social security in minority nationality regions. Then based on the existing data and survey data in minority areas，to make the empirical analysis theperformance of social security. The analysis should focused on the field of socialsecurity in ethnic minority regions, analysis results show that widespread social securitylevel is low, security effects are poor. After the empirical analysis，the systemconstruction shows some questions that the pace of development on the social securityis slow, the social security legal system is not complete, the system about social securityin minority nationality regions is weak. The last part is the countermeasures，ascertainmanagement subject of social security, establish the legislative process of social securityperformance evaluation quickly, improve the present financial system，improving theexisting urban and rural security mechanism, optimize the social security performanceevaluation system, strengthen the supervision system of social security performanceevaluation. The highlight of this passage is，from the perspective of the development ofinclusive, analysis the social security basic situation of representative region, try tosummarize the problems in social security performance on the process ofimplementation, combined with the actual situation in ethnic minority areas, to putforward the improvement suggestions corresponding, and improve the developmentspeed of social security in ethnic regions in China, and ultimately improve the level ofsocial security in ethnic minority areas. |
