Research On The Legal System Of Affordable Housing Protecting The Interests Of The Vulnerable Groups In China

The sub-loan crisis ,breaking out in America, not only slumped the U. S. ' economy, but also impeded the development of the whole world. As the result of a sound macro-control policies,the national economy in China did not decline in strength , maintaining the momentum of sustained growth. However, our real estate market still depressed because of the sub-loan crisis, the prices of real estate droped all around the country. This also has given rise to different question to the system of affordable housing that the system cann't play the role of housing support and solve housing problems in low-income groups. Therefore, it's no longer necessary to build the affordable housing. In fact, this view with the purpose of saving the housing market ignores the huge function which affordable housing system has played in the long time. Such a challenge to the affordable housing system is unfair to the low-incomes.Affordable housing system in itself does not have any inherent responsibility, which carry more duty of the Government and the community. The key to the success of operating affordable housing system, the protection of vulnerable groups' rights to housing, is not whether or not the system itself is good, but more depends on whether the Government carrys out their regulatory duties dutifully, takes the interests of vulnerable groups as a fundamental . In addition, we must pay attention to consort the relation between the affordable housing system and the low-rent housing system, promoting their common development. Both are necessary to play their respective co-housing security functions, providing different levels of security protection for different subjects.Basing on the above considerations, the low-income people in cities are identified as the vulnerable groups in this study, the functions of the affordable housing system should be ensuring housing interests of vulnerable groups, giving prominence to its security.At the beganning, the research introduces the concept and the characteristics of affordable housing, on the basis of presenting the difference between affordable housing system and other types of housing system, further analysis of the existence of affordable housing system, that is, the value of this system. From the perspective of sustainable development of the real estate market, choose the theory of sustainable development as one of the theoretical basis to exploit affordable housing. Focusing on people-centered and equal right to life and development, it analyzes the theory of protection to the interests of vulnerable groups which is also the core of the affordable housing system. While, the theory of state intervention provides a theoretical basis for regulation to run housing system. After the theoretical analysis and the reference of successful experience in housing support in some foreign and China's Hong Kong region,it sums up the enlightenment to inspirate our practice. The focus of this study is Part V and Part VI, these two parts finally carry through the purposes of this study. Around the latest "management approach to affordable housing" ,the author set forth the domestic system on affordable housing in China, select Wuhan's affordable housing system for the operation of the empirical investigation and further, dissect the highlight issues of in China's housing operation. Finally, in connection with above-mentioned shortages,the research put forward specific recommendations to improve the system. The study has been followed the ideas such as the harmonious development and fairness, justice and so on, taking the government regulation and supervision on the affordable housing system as the key feature to implement security.
