Study On The Protection Of Housing Rights And Interests Of Vulnerable Groups From The Perspective Of Practical Ability

Under the condition of market economy,our country’s economic construction has made remarkable achievements, international influence and status are rising, people’s living standard has also significant improvement.But with the promotion of the efficiency of the economy, social justice issues increasingly stands out, the gap between the rich and the poor shows a increasing trend, especially the housing problem of Single -Parent Poor Mothers in rural areas how to solve causes wide attention of scholars. Previous studies have proposed countermeasures mostly suggesting that the government should directly aid to Single-Parent Poor Mothers in rural areas helping them to solve the housing problem,although it has an effect of relief poverty, it fails to fundamentally solve the problem of their inter-generational poverty cycle. This paper is in the instruction of Amartya Sen’s theory of to look at the development as freedom,from the Angle of practical ability theory, Empirically research on housing problem of Single-Parent Poor Mothers in L province rural areas.This paper is divided into five main parts: The first part, the paper expounds the research background and research significance about the rights and interests of housing protection of disadvantaged groups, summarizing the research results of scholars at home and abroad, introducing research methods and possible innovations in this paper.The second part, it defines the concept of vulnerable groups, housing security and Single-Parent Poor Mothers in rural areas, and describes practical ability connotation of Amartya Sen’s theory and application of the theory in this paper. The third part, Introducing present situation of the rights and interests of housing protection of Single-Parent Poor Mothers in rural areas in L province and existing problems of them.Questions are mainly embodied in five aspects:Evaded political participation,Weak economic conditions, Insufficient social opportunities,weakened ability of getting project information and lack of housing security mechanism.The fourth part, which is based on the practical ability theory of Amartya Sen’s. which is a unique Angle of view,Thoroughly analyzed the cause of housing problems of Single-Parent Poor Mothers in rural areas in L province, and discusses in detail the five reasons.The fifth part, the paper puts forward the housing problems countermeasures to solve the Single-Parent Poor Mothers in rural area in L province.
