Research On The Housing Securitiy Policies Of Vulnerable Groups In Dalia

Housing is one of the basic human needs, the same as the right of residence which isalso one of the fundamental rights of the residents. Each resident enjoys the equality andfreedom of the residential right. In China, the problems of housing are distributedthrough the market mechanisms. In recent years, with the soaring of Dalian house price,the housing problems of Dalian vulnerable groups are vivid. In order to ease the housingproblems of vulnerable groups and protect the basic living needs of the residents, thegovernment formulated an implemented a housing security policy. To some extent, thepolicy that the government made solved parts of vulnerable groups’ living problems, butthe policy itself exists some problems, such as the problem of how to definite theprotecting object, the problem led by long distant house location, the lack of supportingpolicies and measures. As the housing problem is the people’s basic problem, also thebasic problem of nation’s economic development and social stability, government as thebody of policy must improve the housing security policy in order to promote the rapidestablishment of a just society, a harmonious society.The purpose of this project is to build a comprehensive housing security system ofthe current policy to enable vulnerable groups to the housing security of equal rights tobe protected.This article includes the following sections:The preface of this article introduces the study background, significance, andresearch at home and abroad, and expounds the content, ideas, and methods.Chapter1.It focuses on the intention of definition of vulnerable groups housingsecurity policy and theoretical basis of this article—theory of justice study.Chapter2.It analyses the evolution and current situation of Dalian housing securitypolicy. On this fundament, it raises the problems that the current housing security policystudy exist, which includes the definition to the object of housing security,problems ledby the location of the affordable housing and related policy issues of the vulnerablegroups.Chapter3.From the perspective of the theory of justice, it analyses the causes of the problems on Dalian vulnerable groups housing security policy. The causes are led fromthree aspects. The definition of protecting object does not meet the principle of freedomand equality; the construction of affordable housing site is contrary to the rules ofdifference; the negative intervention of state organs is in the absence of the functions.Chapter4.From the causes of problem, it provides some advice on how to improvethe housing security policy of Dalian vulnerable groups. It is mainly from three aspects:how to definite the housing policy properly; how to improve the long-term plan of theaffordable housing; how to strengthen the governmental intervention.Chapter5. Conclusion. Every resident has equal rights to housing. To make thebasic livelihood of vulnerable groups protected, the social justice and harmony promoted,the housing security policy of vulnerable groups needs a further study.
