Applying the sociological theory and method, Low & Middle income class cannot have improved housing condition on their own strength yet still need to borrow if they invest more than they earned to lead a normal life. They tend to depend on the government for relief. To explain in psychological terms, housing is more than a place of shelter, but carried as a sign of status, housing condition and community environment always have effect on the state of mind for the family members. Economical houses system is prevailing applicable welfare state system in present China, which properly resolves problems encountered by the urban households in housing and meanwhile exerts a subtle influence on the family status. Consequently, it is a notable case to discuss the changes in low & middle income class welfare since the application of social welfare.Basing on drawing the relevance theory and fixing the boundary of the relevant concepts, the paper adopts analytical way combining theoretic analysis with demonstrative study. Contrasting the variation of house expenditure, commute cost and other expenditures of the low & middle income class with forward and backward of moving to the economical houses, the paper qualitatively analyses the inner-link between selectivity of preference and changes in psychology. The result shows that the major affection factors and the implicative impact factors influencing the welfare status of a family are as follows: total consumption expenditures of households, standard of living, building quality of the apartment or house, psychological factors, household financial condition and family situation. According to the framework of indicator and criterion system, the paper constructs the evaluation index system and evaluation module from economic basis. Randomized sampling method was adopted and 12 economical houses residential sub-district of different ages are selected from 7 urban districts in Wuhan city. With the feedback from the questionnaire, the grey fuzzy comprehensive evaluation (GFCE) is being used to make the positivistic analysis of changing welfare conditions of the low & middle income class and main conclusions of this research are as following:1. Results indicate that among these major affection factors, the effect of living standard security is the greatest positive effect and that of total consumption expenditures of households the significant negative with the influence of the psychological troubles to the family welfare can be more and more distinct. 2. With the analysis of the associated factors, the results show that the family income has a positive effect on family welfare variation and the influence is most evident, family structure has no obvious effect on family welfare.3. Generally speaking, the family welfare status of low & middle income class has improved some after moving into the economical houses. So far as the city of Wuhan is concerned, the welfare index rose from 0.4527 to 0.6341 and broke through the fuzzy limit of 0.5. The result shows that the economical houses play an active role to the rise and development of the family welfare state in Wuhan.According to above-mentioned analytical results and basing on the actual situation in China, the paper comes up with the following suggestions: expanding the financing channels of housing credit, trying to improve the road conditions, reducing commute costs, developing a good attitude about housing consumption conception. Finally, this thesis summarizes the establishment and analysis of the assessment index system of family welfare and analyzes shortcomings in establishment of index system and evaluation method, pointing the future directions of research.
