Research On Urban Low-income Housing In Protection Mode Of Supply

Housing security has become a critical issue facing China today. Although relevant system of security and providence has been established, it is far from complete and satisfactory. The format is not completely rational ; the level of security is not so high; and the establishment of this system is relatively slow.This paper begins with an introduction of the formats adopted in the US, Sweden, Singapore and Hongkong and then delves into what China can learn from these formats. This paper then goes on to analyze the various ways in which the low-rent houses maybe rented and their respective pros and cons as well as under what circumstances they are adoptable. A comparative analysis of the ecomomic benefits of the economical houses and low-rent houses is also given. There is another group of people under discussion which is the Sandwich Group, those who cannot afford to buy the economical houses or rent these low-rent houses. How these people seek shelter is worth consideration, so this paper takes a look into their housing security problem and puts forward some suggestions accordingly.Ganzhou's housing security work has already been initiated but is still in its early stages, hence it is necessary to do some empirical research into its format of providence. Using the level-analysis approach, this paper, based on the real situations in Ganzhou, compares the five different formats of providence which are: economical houses, renting a house with utilical devices, rent allowances program under supervision, rent allowances without supervision, and rent-free houses. A rank is given after this comparative study. Finally this paper assesses the effectiveness of the current housing security system in Ganzhou and offers some advice on how the local government may choose a sounder housing security system.
