As an essential component of the economic system of Hebei Province, the medium and small-sized enterprises are playing an important role in its economic development. However, along with the development of market economy, the medium and small-sized enterprises are universally confronted with the difficulty of attracting talents, which has become a serious problem hindering their sustained development. How to improve their talents attraction level and boost their talents competitiveness have become an urgent task to promote their further development. Therefore, to study the talents attraction problem has important significance both theoretically and practically. To solve this problem, this article emphasizes to expound the contents bellow.Firstly, the article summarizes the studies on the talents attraction of the medium and small-sized enterprises both home and abroad, makes clear related definitions and seeks for argument basis, and then takes the HRM theory and the social network theory as the fundamental theory of this article.Secondly, the article studies the situation, proposes and analyzes the problem. On the basic of expounding the situation of Hebei Province, the article points out that the medium and small-sized enterprises in Hebei are universally facing the difficulty of attracting talents. Then the article inductively analyzes the reasons, puts forward with the idea of changing traditional research method and taking advantage of social network to solve the problem.Thirdly, the article constructs the social network model to solve the talents attraction problem facing the medium and small-sized enterprises in Hebei Province. According to the social network theory and the practical situation of Hebei Province, the article innovatively constructs the social network model to solve the problem for the medium and small-sized enterprises in Hebei to attract talents.Finally, by analyzing the talents attraction model of Longxing and Xinglong Group, the article further illustrates the advantages for the medium and small-sized enterprises in Hebei Province to adopt the social network model, on the basic of which, to increase the theoretical value and practical significance according to the case enlightenment.
