Study Of The Problem And Measure About County Government Procurement In China

Government procurement system is an important system in market-oriented economy system. With 200-300 years'history in western countries, it has been a basic system in the administration and management of governments. However, government procurement in China started relatively late. After over one-decade development, government procurement has been got a common promotion, with growing up to be mature. But county government procurement, as a main part of government procurement, began to conduct tests at selected points in 2000, remaining some problems to be solved.In this paper, based on the related scholars'research achievements, through combining the theory with practice, the author analyses the main problems existing in China's county government procurement, and reveals the roots of the problems: first, incomplete system, mainly including: incomplete legal system for county government procurement; irregular market developing ; lagged actual processing rules; incomplete monitoring system. Second, man-made factors, mainly including: lagged concepts—bias existing in the knowledge on county government procurement; man-made factors frequently interfering in the government procurement invitation tender /submission tender links; the quality and professional level of the procurement team is not high. On basis of analysis above, the author puts forward basic ways to promote the county government procurement. Drawing on the experience of government procurement aboard, and then combining the actual situation of China's county government procurement, the author comes up with the strategies as below : to establish the rules for county government procurement; to change the concepts and ideas; to complete legal system of county government procurement; scientifically make the scale and means of county government procurement; to strengthen the construction of the procurement institute and talents related; to strengthen monitoring system of county government procurement; to build and compete budget system of county government procurement.This text is of certain theory guiding significance for knowing about existing state of China's county government procurement, solving existing problems and conducting a set of government procurement system, which is regular, efficient and adapted to the county economic development at present stage of our country.
