This paper will through the investigation of Binyang county from 2011 to 2014 the actual situation of the government procurement, respectively from the angle of the centralized procurement mode and decentralized procurement mode, to study the effect of both in the efficiency of government procurement of the time factor and the cost of capital saving ratio factor aspects.The research results indicate, the efficiency of government procurement performance of centralized procurement mode is the capital cost saving rate is high but spend more time, and decentralized procurement mode of expression is just the opposite to the centralized procurement mode. Thus, this paper specific problems in the two procurement in government procurement efficiency in poor performance, by principal agent theory to analyze its. Find the cause of the centralized procurement mode time-consuming three aspects:the balance of power lead to inadequate simplification for choice behavior propagation, multiple principal-agent relationship between the principal and agent to achieve the same goal, insufficient incentives to bring target alienation and eventually formed the sense of responsibility is not strong. The case of capital cost saving rate of decentralized procurement procurement mode is not high:the short-term contract gave birth to the moral risk, rent seeking problem cause by the implementation of moral risk behavior of expected return is greater than the expected cost and the lack of supervision. All these reasons in the final analysis is the principal agent relations in the moral hazard problem.The article from the angle of moral risk avoidance, to put forward suggestions for reform of centralized procurement:effective reform of the mechanism of balance of power to avoid moral hazard, reform the procurement bidding process, fully to reform the existing incentive system and strengthening agent responsibility reform suggestions. For that we hope can effectively reduce the centralized procurement mode, procurement demands a lot of time caused by the problem of low efficiency. For the decentralized procurement model puts forward reform suggestions:the perfect legal laws and regulations system and limit the risk of short-term contract produced by the supervision and restriction mechanism, effectively reduce the rent-seeking phenomenon from increase the cost and risk of implementing the moral risk behavior and strengthen the supervision, We hope to improve the decentralized procurement procurement funds cost saving rate is too low, the government procurement efficiency is not high situation.
