The Study On Cross-Strait Economic Cooperation Regime

Firstly, this paper described the common meaning of the concept of regime. then according to Stephen D. Krasner's definition of regime from the perspective of international cooperation and according to the global and regional practice, this paper analyzed the five types of regime: the global regime, the regional regime, the international regime, the super-national regime and the sub-national regime. In terms of above analysis on the concept of regime, this paper defined the meaning of Cross-strait economic cooperation regime. As a sub-national regime, it means the economic rules, principles, norms and procedures that are together established and complied with by the two actors of Chinese mainland and Taiwan based on consciousness of Cross-Strait economic relations development and through particular organizations, institute and conference. Secondly, taking international regime as an example, this paper examined the universal development law of Cross-Strait economic co-operational regime. By examining the history of Cross-Strait economic cooperation, this paper summarizes five Cross-Strait cooperation characteristics such as the absent of cooperation regime. Because the absent of cooperation regime is the huge obstacle of the development of Cross-Strait economic cooperation. Under this situation, the two sides of Taiwan Strait created party-to-party exchange and formed the consciousness to establish Cross-strait economic cooperation regime. Cross-strait party-to-party exchange not only creates new path to establish Cross-strait economic cooperation regime, but also composes of one important part of the whole Cross-strait economic cooperation regime. In addition, according to the concept of Cross-strait economic cooperation regime, this paper summarizes the three contents of current Cross-strait economic cooperation regime achievements: Cross-strait party-to-party exchange arrangement and its institution achievements, Cross-Strait Relations Corporation and Cross-Strait Exchange Fund negotiation arrangement and its institution achievements, Cross-Strait Economic and Trade Forum arrangement and its institution achievements. Finally, this paper draws four conclusions on Cross-strait economic cooperation regime and points out that establishing Cross-strait economic cooperation regime and realizing Cross-strait economic integrity on it is a complicated process.
