Distribution is the most elementary section in logistic system. The logistics usually emphasize planning-making a detailed and complete blueprint for actions to gain the highest satisfied. However, in practical operations, there are numerous uncertain events which always change the distributing conditions, such as car accident, traffic jam, bad weather etc. These changes usually come beyond the original distribution plan. The changes make the initial plan deviate from its intended course and even make it infeasible. On this occasion, how to deal with disruptions so as to minimize the impacts to logistics system becomes the key issue.Based on the concept of Disruption Management, the travel time delay problem is solved, which is known as the most typical and frequent problem during distributions. Disruption Management as a methodology of handling disruptions in real time, disruption management chiefly handles such kind of incidents that happens frequently. According to the characters of disruptions, the corresponding model and its algorithm are constructed to generate optimal adjustment scheme as soon as possible. The main researches in this paper are as follows:1. On the basis of distribution System under disruptions of vehicle travel time delay analysis, in order to deal with the disruption events, which occur in vehicle routing problems with time windows, a disruption management model for the problem is constructed with the mathematic presented. In the objective function, the disruption measurement method is presented, which takes customer unsatisfied index, deviation from the original transport network, and transport cost into considerations.2. Solve the disruption management model by the Genetic algorithm, and obtain the disruption adjustment scheme rapidly in real time. Apply the algorithm to a case which comes from a logistics company and the Solomon's data set. The result shows that the proposed model and algorithm are available and effective.The presented disruption management model of travel time delay problem in logistics distribution shows that the model's multiple objectives can be met simultaneously according to the disruption evaluation criterions.
