Recent years, Food safety incidents occurred frequently in our country. The public payed more and more attention on food safety issues. It is eager to desolve it by the rule of law, so that the problem people must faced every day is no longer distu- rbed our life. Studies on food safety issues will do a lot to improve the effectiveness of food safety monitoring and the security of food in our country, and will do a lot to maintain the social stability.Comparative, historical and empirical methods were used in this paper. And it dissussed in four parts on the improvement of food safety regulatory system.The first part of this paper is about the general theory of regulatory questions. Food safety is a more comprehensive concept than food hygiene or food quality. Governm- ent regulation of food safety played an very important role and its significance on this problem can not be ignored.The second part of this paper is about the history of food safety regulatory and the comparative analysis. Every country has its own history and characteristics, the- refore, to solve the sound problem, we need to consider of China's basic national con- ditions, and make a selection of advanced systems from abroad.PartⅢof this paper is about the problems of China's food safety regulatory sys- tem and its root cause analysis. In the regarding of the history of China's food safety regulatory system, there are following questions in China's food safety regulatory system:the division of responsibility is unclear, multi-regulations, duplication regul- ations, regulatory gaps, lack of testing equipment and the low test ability, and lack of the accountability mechanism and information transmission mechanism, and so on.PartⅣis about the reform and improvement.of China's food safety regulatory system According to the actual situation of our country and in view of China's food safety regulatory system problems, it is proposed in this paper that as follows:first, uphold and improve the responsibility division method that "Sub-regulation first and variety supervision as a supplement,",but the specific duty should be divided detailed to ensure that the food safety control can be an entire regulation. Second is to improve the legislative basis of accountability to strengthen the complementary role of judicial supervision of food safety. Three is to buld auxiliary measures, for example, set up induction card system of the food quality inspector, and guide the public consumption of healthy eatting, as well as third-party organizations of food inspection and its accreditation.
