Human survival and development is inseparable from the food and food safety issues butalso determines the stability and harmony of society. Meanwhile, the food industry to pull steady andrapid growth of the national economy plays an important role. However, in recent years with therapid outbreak of foodborne illness and widespread, food security has become China’s humansecurity issues of most concern. From the melamine incident that shocked the nation, to lean, wasteoil crisis, then the new language bread incident, China’s consumers face frequent food safetyincidents have been talking about "food " pale. In addition, our frequent food safety issues have beena serious impediment to food exports, resulting in atrophy of the total economy. In China, foodsafety management, there has been a serious problem. On the one hand our monitoring capacity isweak, some of the industry areas where protectionist forces strong enough level of protection ofconsumer rights. The other hand, China’s food safety system is not fully perfect, some foodmanufacturers mercenary, opportunistic profit. Coupled with the deterioration of the ecologicalenvironment, resulting in China’s recent food safety incidents continue, not only due to the domesticconsumer dissatisfaction, but also resulted in the exclusion of foreign consumers of food exportsthrough foreign media reports, causing a huge negative impact on China ’s food exports, seriouslyaffect the international image of China’s food industry.For the case of market failure exists China’s food safety supervision, this paper attempts toapply the theory of public goods, government failure theory and governance theory analysis.Through in-depth analysis of China’s food safety regulatory system caused by defects reason andlearn from the experience of developed countries in terms of food safety supervision, practicalmeasures proposed for China’s food regulation, which for the formulation of macroeconomic policiesof our current food safety issues, to solve our food safety regulatory loopholes and improve thecredibility of the government have a strong meaning.The first chapter, Introduction, introduces the purpose, significance, research status,false Theoretical wide research methods and define associated with food safety core concepts. On thebasis of this paper describes the significance of the topic, Research Methods, and domestic andinternational research on the theoretical framework elaborated food safety, pilot study of food safetyissues from economics, science and other public choice perspective.The second chapter, the status quo of China’s food safety problems and problems ofanalysis. By analyzing the status quo of China’s food industry is currently sensitive to analyze theproblems of the food industry.The third chapter, the issue of food safety analysis. To Sanlu milk powder incident that shocked the nation, for example, to explore the root causes of frequent incidents of food safety.The fourth chapter, drawing U.S. food safety regulatory system. By analyzing the historyof U.S. food safety regulation, to study its reference to China’s food safety regulation.The fifth chapter, the idea of improving food safety regulatory system. For China’s foodsafety problems in the analysis of the above reasons, combined with the developed countries foodsafety regulatory system reference, summed way to solve the problem of food security.The last part of the junction is the summary of the full text.
