The Chinese government keeps building and improving the food safety administration system these years. The legislation on food safety and the construction on standard systems have been strengthened; the food quality administration has been strictly executed and the international exchange and cooperation in food safety field has also been actively promoted. The food safety consciousness of the whole society is highly improved. However, a series of events which happened recently challenged the Chinese food safety administration system. Why do so many administrative departments fail to guarantee the food safety? Is it because of the imperfect law or the deficiency of the system? Is it because of the ineffective administration or lag in technology?This paper put forward the view that the contradiction of Chinese food safety administration organization design, the overlap of food safety administrative function, the over-abundance of food standards and the low level of food companies' scale and intensification are the reasons which influence the effect of Chinese food safety administration system.This study is established in the background of Big Department Revolution. It took the "San Lu" milk powder event as an example to study the revolution process of Chinese food safety administration system and its characteristics. The problems and reasons that exist in China's food safety administration system revolution were analyzed from the angle of the responsible government and the theory of government regulation. In the progress of carrying out "Food Safety Law", some thoughts and suggestions on improving Chinese food safety administration system revolution were raised by using developed countries' experience as a source of reference.The first chapter is introduction. The research background, significance and methods were introduced by listing a series of food safety events that happened recently.The second chapter was an overview of the relative theories on food safety administration systems. It summarized the main conceptions in this paper including the theory of responsible government and government regulation and their significance to the food safety administration.The third chapter introduced the history and current situation of Chinese food safety administration system. Taking "San Lu" milk powder event as an example, the problems and reasons that exist in China's food safety administration system revolution were analyzed by comparing the process and features of Chinese food safety administration system revolution in different periods.The forth chapter focused on the foreign food safety administration. It introduced the decentralized administration mode represented by America and the centralized mode represented by Canada, which to draw lessons from.The fifth chapter was the thoughts on how to further improve Chinese food safety administration system. By combining the successful and failure experience both at home and abroad and on the basis of the research results, the suggestions on improving Chinese food safety administration system were put forward in the following four aspects: complete the law system; transfer government functions; bring the industry association into play and improve food safety standard.The conclusion part reviewed and summarized the whole paper and elaborated the problems that occurred during the study.
