China's Food Safety Situation And Problems Of Research

Food safety, which related with people's health and safe directly, can also impact the social stability and economic development. Nowadays there are many serious food safety problems in China. Safety accidents such as food poisoning, fake commodities and export barrier occur frequently. These accidents, which injured our country's reputation and economic benefits seriously, result in bad social effect. Therefore, the applicational and theoretical value for explore, improve and establish food safety legal and administration system is evident.The current research defines and distinguishes related concepts and connotation of food safety as well as food safety guarantee system firstly. Then the author analysis the successful experience of food safety administration in foreign countries, induct some inspiration. Thirdly, reasons and problems lie in food safety administration, legal system, law enforcement and social supervision were anatomized based the browsing on the current status of Chinese food safety. Corresponding measures and suggestions were put forward about Chinese food safety legal and administration system construction.The main creative viewpoints of the current research are as follows:①Many factors such as food safety, agriculture products safety, food product and food transport, administration and legal system were studied comprehensively to solve the problem in Chinese food safety efficiently.②A synthetic and integrative legal and administration system is put forward base on the analysis on foreign successful experience and Chinese practice to combine the internationalization and localization organically, seek for the balance between horizontal and vertical laws, so that to improve the legal system construction in China. Reform and create Chinese food safety administration system through establish authoritative comprehensive administration organization, develop the positive effects of local government in food safety administration, construct a benign interaction among the government, the corporations and the social organizations to strength the enforcement rights of administrate department.③Construct a comprehensive legal and regulation system with food safety elements, combine the related content in food health law, product quality law, plant and animal quarantine law, civil law, commercial law and criminal law with food safety. The system should be tridimentional and combine the public and private law together.
