| The innovation of Health Care Insurance in Shanghai has been conducted for more than 10 years since the start of HCI inovation in China. Nowadays, the citizens whom participated into HCI can not only obtain the health services form more than 500 oriented medical institutes, but also buy medcine in about 240 oriented medical shops in the whoel city. That promotes the procedure of the problems on difficultis to get health care services to a great extent.The core of HCI System running is the special funds and it's accouts balance. Based on that, HCI Ststem and social develop in harmony. However, the medical cost is increasing at a high speed preduced a great pressure on HCI fund balance.We analyzed the reasons for the rapid incresing of medical cost based on the investigation, and made a conclusion that the illegal operative behaviors between severice providers and customers results to unbalance of account. The superintending machanism upon the both sides should be consummated to reduce the illegal behaviors and hence stop the funds running off.In this article, the govermental rein and managemental thoeries and latest public administration theories were applied to propose the ensemble orientation, theoretical framework, technical routes and specific strategies for superintending on both sides of HCI to expect the containing the irretionally increasing cost on health care services, which including the four components as follwing1. Background, the current condition of HCI Sytems' running, relative researches, the subject of research.2. Focused on anlysing the problems on HCI System running, services providers and customs objectively in Shanghai, the problems on supervising machanism on both sides as well.3. Proposed the effective countermesurements and proposal on HCI System and superintending system problems.4. Introduced how to consummate the construction and conduction of the superintending machanism, emphasied the essentiality and feaiblity of consummation on supervising system. |
