ChangChun National High-technology industry Development area that is one of the first national parks approved by the State Council in 1991 was set up. During the last 20 years, it has brought the industrial cluster effect and obvious dominance in science and technology by expanding scale and independent research and development and investment attracting, and it has advanced the development of industrialization in Changchun and the economy of the whole area because of gross output value and total revenue of $ 100-billion. At the same time, it was the regional expansion that the process of urbanization has been promoted in the Changchun southwest. However, some social contradiction and inharmon was exposed during the process of urbanization. Main problems were that social security and re-employment had been carried out; the standard of living had not been advanced, and even descend. They are some instability factor after the peasants had become the townsman. Loosing land farmer's problems not only appeared in ChangChun National High-technology industry Development area but also in many parts of the country, especially in Development area. The ground is not only means of production, but also employment, welfare to the losed the ground preants, so the ground have special role for the purposes of landless peasants.Becase landless peasants problem is not only an economic problem but also a social problem during the process of urbanization, reasinvestigating the problem affects not only the urbanization process, but also social stability and equity.
