Large quantities of peasants transferring to non-agricultural estate and city, should be the just content of urbanization. But, because of the institutional bafflement, the large quantities of peasant-labors in our country who come into cities can not adapt to the life in cities. They feel far away from the cities. They're the natural "second-class citizens". If the situation can not change, the step of our country's urbanization will not accelerate, industrialization certainly will be affected, and then the grandiose blueprint of modernization will not become true.Urbanization is a development phase which any country can not get across in the modernization process. The road of our country's urbanization is tortuous. After the reform and opening, the urbanization of our country comes into a faster development phase gradually. But it is still more out of date, compared with the developed countries. It is still weak at the sustaining to the industrialization. How to accelerate the urbanization tenor is the important task in the construction of our country's modernization.First of all, the thesis introduces several theories and points of view about urbanization and population migrating of the western economists and Chinese scholars, then giving a brief narration. In order to settle the difficulty of the peasant-labor and land-losing peasant, the thesis inquires into the problematic cause and gives the settling threads to these problems. Then it brings up textual point of view and claim, which is complying with objective law, wiping off system obstacles, creating conditions for peasants entering into cities. Especially, our country should adopt practical and powerful measure to let the large quantities of peasant-labors that have already entered into cities become new citizens and adapt to urban society as soon as possible.
