Jilin Province's Industrial Structure Reformation And Promotion Under Sustainable Development

Along with the expansion of activity scope, human beings'demand to natural resources increases rapidly. The deficiency of natural resources and deterioration of ecological environment has already become the most important question which blocks the development of human society. Many experts have researched the relationship between human and environment and made suggestions for protecting environments and keeping the sustainable development of economy. The theory of industrial structure has also been given with the new content.For many years, Jilin Province which is the important old Industrial base and agricultural province has made many significant contributions for the nation's economic construction. But as a result of history, resources, geography and other factors, the proportion that the heavy industry of Jilin Province has occupied in the national economy is oversized for a long time and industrial structures are unreasonable by which the sustainable development of Jilin Province has been restricted seriously. Therefore, speeding up the reform and promotion of industrial structure and enhancing the city competitiveness have become the urgent matter. Based on the view of sustainable development the article makes an analysis of balanced development among economy, resources and environments of Jilin Province, taking the industrial structure theory as a foundation.The first part elaborates the theories related to the sustainable development and industrial structures, and makes an analysis of the relationship between the sustainable development and reform of industrial structures of Jilin Province.The second part introduces four historical stages of Jilin Province industrial structure's evolution since 1950. The paper analyzes the foundation of Jilin Province industrial structures whose characters are summarized after 2000. From these aspects (output value, structure of labor force, contribution to economy and so on) analyzing the change trends among three industries, as well as industries internal, it points out the questions in Jilin Province industrial structures. The third part, by analyzing the process that the industrial structure of developed countries and regions reformed, summarizes the rewarding experience: the government should provide mainly policy guidance, legal norms and more services; also pay more attention the science and technology innovation and focus on high-tech industry; contract resource-consuming industries and promote the traditional industry; pay great attention to developing modern service; encourages and support our enterprises to take the road of internationalized development; then make the industry cluster, the long industrial chain and the cultivation of outstanding enterprises.Though, there is no unified way and pattern on the reform of any country's and region's industrial structure. Only from the reality profits drawing on others'experience Jilin Province can have its own road.The fourth part puts forward countermeasures on the reform of Jilin Province industrial structure. Not only does the article analyze the necessity and potential advantages for the reform of Jilin Province industrial structure, but on the reform of Jilin Province industrial structure under the frame of sustainable development he also puts forward countermeasures: Jilin Province should take potential advantage of the industrial structure reform; maintain agricultural status, carry out the policy on agriculture, rural areas and farmers and the development modern agriculture and strengthen the building of new socialist countryside; strengthen the second industry and high tech industry, pay great attention to energy saving,pollutant reduction and environmental protection, take the new industrialized path; enhance the competitive power of tertiary industry; expand foreign economic exchanges and so on. Moreover, from the system support the article elaborates how the government realize the reform of Jilin Province industrial structure by means of enhancing management, institutional innovations, policy support and so on.The reform and promotion of industrial structure is a long-term, complex and difficult project. From the standpoint of sustainable development studying the reform and promotion of Jilin Province industrial structure will provide useful experience for formulating industrial policies and realizing the continual, fast and healthy development of Jilin Province economy.
