The Difference Of Sino-American Textile Standards And The Textile Export Of China

In recent 15 years, the textile export trade of China has experienced a rapid development and the value of the textile export to America has been also expanding from 3.6 billion in 1994 to 37.937 billion in 2008. And the textile trade of China has had a bright trend with surpluses for a long period. While the restrictions of all kinds of traditional trade protection measures have been gradually weakening and the textile industry of America which is under pressure needs to seek new measures to protect domestic industry. America seized the opportunity and has laid out several strict technical regulations, supporting with advanced technology compared to the low-tech textiles of China. They want to restrict the entry of Chinese low-quality textiles, thereby limiting the large-scale exports of Chinese low-price textiles, in order to alleviate the pressure on the textile industry of America. Tech-standards have become a powerful weapon for America to protect their own textile trade and restrict our export. As long as any of the testing items of our export textiles doesn't meet American standards, the related institution will recall the textiles or impose a ban on selling. Within the last year, Consumer Product Safety Committee (CPSC) recalled more than 20 cases of Chinese textiles from August 2008 to August 2009, involving a total of 814.01 thousand sets (pieces) of textiles. Chinese textile export enterprises have lost much money and reputation.In this paper, it looks through the Sino-American textile standard system and major textile tech-standards. And then it makes comparative analyses about the macro-differences of the textile standard composition, standard function, the updating rate of standards between two countries and the micro-differences of some major technical assessment indicators. This paper also makes theoretical analyses about the impacts of standard differences on the textile export of China from two aspects: the formation of tech-barriers and the negative and positive impacts of tech-barriers. On the basis of these, the paper sets a multi-regression model, chooses the value of Chinese textile and garment which exported to America as the dependent variable, selects the output value of Chinese textile and garment and the per capita gross national income of America as independent variables. And it also puts the variable of tech-standards in two ways that use it by incremental standards and virtual variable. And then it analyzes the impacts of the selected factors (especially the tech-standards). The paper gets the result from the research that the restrictive impacts of tech-standards on textile export have been gradually obvious these years. The paper also uses the actual cases recalled by CPSC to analyze the impacts of the tech-barriers formed by the differences of textile standards on our textiles export (especially the textiles for children). Finally, according to the above analyses, this paper makes some suggestions about the basic strategy for decreasing the differences between Sino-American textile standards and for eliminating the barriers in the textile export trade.
